Slum Improvement Plan of Sreemangal Pourashava
Introduction
Though still comparatively rural, Bangladesh has an urban population of about 35 million, or just over 25 percent of its total population. Moreover, the urban population has been growing very rapidly since liberation in 1971 and continues to do so at over 3.5 percent annually. The country will likely have an urban population approaching 50 million by 2015. This rapid growth has been due primarily to migration by the rural poor, particularly to large metropolitan areas. On arrival, these poor migrants routinely turn to slums and squatter settlements for shelter.
To begin with, there is no difference between a slum and a squatter settlement. The latter are simply slums illegally located on land belonging to the government, semi-governmental units, public organizations and other organizations. Drawing on both international literature attempting to define slums as well as widely accepted definitions or norms applied in the Bangladeshi context; slums are defined as settlements with a minimum of 10 households or a mess unit with a minimum of 25 members and:
- Predominantly very poor housing;
- Very high population density and room crowding;
- Very poor environmental services, especially water and sanitation;
- Very low socio-economic status;
- Lack of security of tenure.
The socioeconomic status of the community is defined by low income, with the majority, or over 50 percent, of households having income below the poverty level of Tk. 5,000 per month, the majority of the labour force in informal sector occupations (e.g. rickshaw pullers, hawkers, domestic workers, etc.) or very low paying formal sector positions (in organizations ranging from factories to offices) and low levels of rent. Another important dimension is whether the settlement is socially perceived as a slum. Finally, security of tenure is captured by vulnerability to eviction.
Existing Situation
In Sreemangal pourashava, there are 9 slum areas that identify the poor people. The 9 slums are given below-
· 1 No Ward Gangpar Colony.
· 2 No Ward Johorar Rail Colony.
· 3 No Weard Rail Colony.
· 4 No Ward Purbasha Rail Colony.
· 5 No Ward Rail Colony.
· 6 No Ward Labar Colony.
· 6 No Ward Siraj Mia Rail Colony.
· 6 No Ward Notun Bazar Colony.
· 7 No Ward Saidur Houque Rail Colony.
1 No Ward Gangpar Colony
1 No Ward Gangpar Colony is located beside the BGB office in ward no1 .It has 0.40 acore land that covers 73 families. The total population of this colony is 350 (150 male, 200 female). People have been living here about 35 years. The literecy rate of this area is 34.5%. The people are involved in various ocupation that are day labour, transport warkers, Mistri emplyee rickshaw pullers, hawkers, domestic workers, Agricultural workers, Shop kepers etc. In this area the housing condition is very poor. Houses are made of tin, hut, mad etc. The sanitation condition is unhealthy and varios disase (such as dairea, favor) atack this colony. There are no recrational facilities in this colony. There is no street light, pure water suply and drainage system.
2 No Ward Johorar Rail Colony
2 No Ward Johorar Rail Colony is located beside rail line in ward no 2. It has 0.28 acore land that covers 29 families. The total population of this colony is 85 (30 male, 50 female). People have been living here about 30 years. The literecy rate of this area is 35.20%. The people are involved in various ocupation that are day labour, transport warkers, Mistri emplyee rickshaw pullers, hawkers, domestic workers, Agricultural workers, Shop kepers etc. In this area the housing condition is very poor. Houses are made of tin, hut, mad etc. The sanitation condition is unhealthy and varios disase (such as dairea, favor) atack this colony. There are no recrational facilities in this colony. There is no street light, pure water suply and drainage system.
3 No Ward Rail Colony
3 No Ward Rail Colony is located beside rail line in ward no 3. It has 0.80 acore land that covers 45 families. The total population of this colony is 178 (78 male, 100 female). People have been living here about 30 years. The literecy rate of this area is 34.60%. The people are involved in various ocupation that are day labour, transport warkers, Mistri emplyee rickshaw pullers, hawkers, domestic workers, Agricultural workers, Shop kepers etc. In this area the housing condition is very poor. Houses are made of tin, hut, mad etc. The sanitation condition is unhealthy and varios disase (such as dairea, favor) atack this colony. There are no recrational facilities in this colony. 4 No Ward Purbasha Rail Colony is located beside rail line in ward no.4. It has 0.60 acore land that covers 45 families. The total population of this colony is 270 (120 male, 150 female). People have been living here about 35 years. The literecy rate of this area is 34.5%. The people are involved in various ocupation that are day labour, transport warkers, Mistri emplyee rickshaw pullers, hawkers, domestic workers, Agricultural workers, Shop kepers etc. In this area the housing condition is very poor. 6 No Ward Labar Colony is located beside the Rail line in ward no 6. It has 0.70 acore land that covers 26 families. The total population of this colony is 110 (50 male, 60 female). People have been living here about 40 years. The literecy rate of this area is 34.5%. The people are involved in various ocupation that are day labour, transport warkers, Mistri emplyee rickshaw pullers, hawkers, domestic workers, Agricultural workers, Shop kepers etc. In this area the housing condition is very poor. 6 No Ward Siraj Mia Rail Colony is located beside the rail line in ward no 6. It has 0.45 acore land that covers 21 families. The total population of this colony is 55 (25 male, 30 female). People have been living here about 20 years. The literecy rate of this area is 36.50%. The people are involved in various ocupation that are day labour, transport warkers, Mistri emplyee rickshaw pullers, hawkers, domestic workers, Agricultural workers, Shop kepers etc. In this area the housing condition is very poor. 6 No Ward Notun Bazar Colony is located beside the notun bazar in ward no 6. It has 0.90 acore land that covers 65 families. The total population of this colony is 230 (110 male, 120 female). People have been living here about 40 years. The literecy rate of this area is 34.5%. The people are involved in various ocupation that are day labour, transport warkers, Mistri emplyee rickshaw pullers, hawkers, domestic workers, Agricultural workers, Shop kepers etc. In this area the housing condition is very poor. 7 No Ward Saidur Houque Rail Colony
7 No Ward Saidur Houque Rail Colony is located beside the rail line in ward no.7. It has 0.50 acore land that covers 20 families. The total population of this colony is 120 (50 male, 70 female). People have been living here about 30 years. The literecy rate of this area is 36.5%. The people are involved in various ocupation that are day labour, transport warkers, Mistri emplyee rickshaw pullers, hawkers, domestic workers, Agricultural workers, Shop kepers etc. In this area the housing condition is very poor. Houses are made of tin, hut, mad etc. The sanitation condition is unhealthy and varios disase (such as dairea, favor) atack this colony. There are no recrational facilities in this colony. Steps Initiated by UGIIP- II Project under the supervision of Pourashava for Slum Improvement
For Slum improvement UGIIP-II under the supervision of Pourashavahas taken some innovative initiatives. Under this project, each slum condition has improved in social, economical and envirnmental aspects. People’s awareness has devoloped by various initiatives (such as.Countryward meeting, setting slum improvement commettee, gender commeetee, CBO etc). Primary Group (PG) is excelent teams that help to improve the slum. On the other hand, Slum Improvement Commeettee (SIC) helps to improve physical infrastructure (Lattins, Tuebowl, and Drains) and social welfare (awareness, public concern etc). Accroding to the initiative steps of UGIIP-II, Pourashava has allocated 5% budget from total revenue budget for the improvement of poor people. This allocation has been also used in slum improvement.
For slum improvement, UGIIP-II has taken following steps to evry slum-
1 No Ward Gangpar Colony
In this colony, 5 primary groups (PG) and one Slum Improvement Comeettee (SIC) are set up. For improvement of sanitation, pure water supply and drainage system, 9 two-pit lattirn, 2 deep tuebawl and 55 meter drain have completed by funding UGIIP-II. To improve awareness and solve various problem of slum area, PG and SIC calls regular meeting. Various training has provided to SIC and PG for skillness.
2 No Ward Johorar Rail Colony
In this colony, 2 primary groups (PG) and one Slum Improvement Comeettee (SIC) are set up. For improvement of sanitation, pure water supply and drainage system, 6 two-pit lattirn, 1 deep tuebawl and 15 meter drain have completed by funding UGIIP-II. To improve awareness and solve various problem of slum area, PG and SIC calls regular meeting. Various training has provided to SIC and PG for skillness.
3 No Ward Rail Colony
In this colony, 3 primary groups (PG) and one Slum Improvement Comeettee (SIC) are set up. For improvement of sanitation, pure water supply and drainage system, 11 two-pit lattirn, 2 deep tuebawl and 30 meter drain have completed by funding UGIIP-II. To improve awareness and solve various problem of slum area, PG and SIC calls regular meeting. Various training has provided to SIC and PG for skillness.
4 No Ward Purbasha Rail Colony
In this colony, 3 primary groups (PG) and one Slum Improvement Comeettee (SIC) are set up. For improvement of sanitation, pure water supply and drainage system, 7 two-pit lattirn, 1 deep tuebawl and 27.5 meter drain have completed by funding UGIIP-II. To improve awareness and solve various problem of slum area, PG and SIC calls regular meeting. Various training has provided to SIC and PG for skillness.
5 No Ward Rail Colony
In this colony, 3 primary groups (PG) and one Slum Improvement Comeettee (SIC) are set up. For improvement of sanitation, pure water supply and drainage system, 9 two-pit lattirn, 1 deep tuebawl and 28 meter drain have completed by funding UGIIP-II. To improve awareness and solve various problem of slum area, PG and SIC calls regular meeting. Various training has provided to SIC and PG for skillness.
6 No Ward Labar Colony
In this colony, 2 primary groups (PG) and one Slum Improvement Comeettee (SIC) are set up. For improvement of sanitation, pure water supply and drainage system, 6 two-pit lattirn, 1 deep tuebawl and 61 meter drain have completed by funding UGIIP-II. To improve awareness and solve various problem of slum area, PG and SIC calls regular meeting. Various training has provided to SIC and PG for skillness.
6 No Ward Siraj Mia Rail Colony
In this colony, 2 primary groups (PG) and one Slum Improvement Comeettee (SIC) are set up. For improvement of sanitation, pure water supply and drainage system, 6 two-pit lattirn, 1 deep tuebawl and 18.5 meter drain have completed by funding UGIIP-II. To improve awareness and solve various problem of slum area, PG and SIC calls regular meeting. Various training has provided to SIC and PG for skillness.
6 No Ward Notun Bazar Colony
In this colony, 4 primary groups (PG) and one Slum Improvement Comeettee (SIC) are set up. For improvement of sanitation, pure water supply and drainage system, 20 two-pit lattirn, 2 deep tuebawl and 130 meter drain have completed by funding UGIIP-II. To improve awareness and solve various problem of slum area, PG and SIC calls regular meeting. Various training has provided to SIC and PG for skillness.
7 No Ward Saidur Houque Rail Colony
In this colony, 2 primary groups (PG) and one Slum Improvement Comeettee (SIC) are set up. For improvement of sanitation, pure water supply and drainage system, 5 two-pit lattirn, 1 deep tuebawl and 30 meter drain have completed by funding UGIIP-II. To improve awareness and solve various problem of slum area, PG and SIC calls regular meeting. Various training has provided to SIC and PG for skillness.
